Understanding Network Security Groups (comparing to AWS)

I have an architecture designed for AWS which I'll need to move to Azure.
I'm still struggling to understand how do the NSGs work. As I see, NSG offer more features than AWS's Security Groups, but are they interchangeable? Can I 'export' AWS SG rules to Azure NSG?
Basically AWS SG are applied by instance, independently of the nature of the instance (router, load balancer, vm...). Can I do the same with NSG? Or does it work different?
